Hayton and Mealo Parish Council

A meeting of the Hayton and Mealo Parish Council was held in the Prospect Village Hall, Prospect, Aspatria on Wednesday 8th January 2020 at 7.30pm.

PRESENT: Messrs., D. Hillary, E. Murdock, S. Hitchen, R. Murray, F. Buchanan and Y. Lockwood.

Also, Present: T. Gear (Clerk) and J. Lister (County Councillor)

Apologies: A. Markley (Borough Councillor)

1/2020 DECLARATIONS OF INTERESTS

None.


2/2020 MINUTES

On the proposal of R. Murray and seconded by of F. Buchanan it was RESOLVED that the minutes of the meeting held on 13th November 2019 be approved and signed as a correct record.


3/2020 POLICE MATTERS

The were no apologies and no police report. However, an e-mail had been received from Inspector Rachel Gale introducing their new localized newsletters.


4/2020 PUBLIC PARTICIPATION

There were no members of the public present and no matters were raised on their behalf.


5/2020 CORRESPONDENCE

i)  The CALC Circulars for November and December/January had been forwarded to members and there were no matters arising.              

ii) A letter of thanks had been received from the Great North Air Ambulance for the council’s donation of £50.00

iii)  Information on Repairs to property relating to affairs of the church – December legal update had been received and circulated.

vi) Information regarding Cumbria Action for Health & Mental Health Provider Forum Bulletin 16.12.2019 had been circulated.  

v) Information on a Get Safe Online Event by Allerdale Borough Council had been circulated.

iv) An e-mail giving information on Creative People and Places – Community Consultation had been received and circulated

iiv) The Cumbria Arts and Culture Network Newsletter had been circulated.

iiiv) Information regarding the Launch of Pass the Baton campaign had been circulated.

xi) An e-mail regarding the Allerdale Borough Council Budget Consultation 2020/21 had been circulated.

 

6/2020 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting including he had made a re-declaration of compliance with The Pension Regulators Automatic enrolment duties.

 

7/2020 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

J. Lister advised it was Cumbria County Council’s Full Council meeting tomorrow and that it was budget time again.

10/2019 MEETING DATES 2020/1

The clerk produced a draft schedule of meeting dates for 2020/21 which were agreed.


11/2020 VILLAGE GREEN – LAND REGISTRATION

The clerk advised that apart for a small parcel of land the Village Green had been registered at Land Registry to the council with Possessory Title. The transfer of the former Public Room and car park were still ongoing.


12/2020 LAND TO THE FRONT OF 1 HIGH GREEN, HAYTON

There had been no further contact with the occupiers who have been informed of the council’s intention to re-instate the land, the cost and that the council would be looking to them for those costs when the work is complete. It was agreed to adjourned to the next meeting for a final decision.


13/2020 TELEPHONEBOX, VILLAGE GREEN

The clerk advised that he had been again in contact with the owners who confirm it is on the list for removal. The clerk to chase removal.


14/2020 STANDING WATER – Nr HAYTON CASTLE

The clerk had been advised that there is additional work required before the issue can be resolved but no timescale had been given. A similar situation was evident nr Mealo House and the clerk was asked to seek a timescale for the additional works.


15/2020 VACANCIES

The clerk had now received three applications for the two vacancies. He read the applications and it was agreed to co-opt Vanessa Sonnabend and Gary Wilson. The other applicant to be informed that his application will be kept on file to be considered when the next vacancy arises.


16/2020 PARISH NEWSLETTER

The clerk raised the possibility of a parish newsletter which could contain information from the council, church, other groups and organizations.  It was agreed in principle with the clerk contacting other groups who may contribute.


17/2020 BANK ACCOUNT WITH ONLINE FACILITIES

The clerk explained he had been in contact with HSBC Bank who have such an account, but the applicant must be a member of the council and not the paid employee. Further enquires to be made of other banks.

 

18/2020 FOOTWAY LIGHTING

A letter had been received from Allerdale Borough Council advising that as of April 2021 they will be expecting parish Councils to pay the energy costs for footway lighting in the parish. The clerk has asked for the number, locations and type of lights but these will not be available until late February.  


19/2020 LOCAL ELECTRICITY BILL

Support for the above was discussed and it was agreed to support the bill.
