Hayton and Mealo Parish Council


A meeting of the Hayton and Mealo Parish Council was held in the Prospect Village Hall, Prospect, Aspatria on Wednesday 17th July 2019 at 7.30pm.


PRESENT: Messrs., D. Hillary, R. Murray, F. Buchanan, E. Murdock, S. Hitchen and Y. Lockwood.


Also, Present: T. Gear (Clerk), Two representative of United Utilities and two members of the public


Apologies: J. Lister (County Councillor) and A. Markley (Borough Councillor).

Before the commencement of the meeting there was a presentation by the two representatives of United Utilities on the forthcoming works to the Hayton Wastewater Treatment Works adjacent to Hayton Castle, Hayton. Anybody with concerns about the work can telephone 03456723723 for assistance.


52/2019 DECLARATIONS OF INTERESTS


None.


53/2019 MINUTES


On the proposal of E. Murdock and seconded by of R. Murray it was RESOLVED that the minutes of the meeting held on 15th May 2019 be approved and signed as a correct record.


54/2019 POLICE MATTERS


A report had been submitted which showed that there had been no incidents in the parish since the last meeting. An e-mail had been received regarding the Cumbria Police new newsletter which had been circulated


55/2019 PUBLIC PARTICIPATION


There were two members of the public present who were making enquiries regarding the status and ownership of land adjacent to Croft Cottage, Hayton. The clerk to make enquires and respond.


56/2019 CORRESPONDENCE


i)  The CALC Circular for June had been forwarded to members and there were no matters arising

ii) An e-mail giving the results from the consultation on Allonby South Bathing Water and which announced that it will no longer be designated as a bathing water had been received and circulated.

ii) An e-mail had been received regarding the New Allerdale Waste and Recycling Service which had been suspended until September had been circulated.

vi) A Press release: ‘Your input needed to design a new Community Cancer Nurse Service for North Cumbria’ had been received and circulated.

v) The ACT Gazette – Issue 33 Summer 2019 had been circulated.  

iv) A NALC Legal Update regarding Use of Secret ballots, Public Participation – naming individuals, etc. had been received and circulated.

iiv) An e-mail regarding Better Internet Access in Cumbria in which it suggests that the only way to improve your Broadband to Superfast Broadband would be through Community Groups had been received and circulated.

iiiv) An e-mail giving the May and June North West Coast Access update which summarized the progress made had been circulated.    

xi) An e-mail on the latest Public Health Campaign had been circulated.

x) An invitation to the Three Tier Meeting on 11th July 2019 had been circulated

ix) An invitation to the A595 Strategic Improvement – Consultation Event on 20th June 2019 had been circulated.

iix) Information for Town & Parish Councils – VE Day 75 – 8th May 2020 had been received and circulated.

iiix) A request for financial support had been received from Citizens Advice Allerdale

It was agreed to donate £75.00 towards their important work particularly in and around Aspatria

xvi) An e-mail on the Solway Coast ANOB Consultation had been circulated.

xv) Press release – Next CCG Governing Body Meeting – 5th June 2019 in Carlisle had been circulated

ixv) An e-mail from Allerdale Borough council regarding their Self Build Promotion had been received and circulated.


57/2019 CLERKS REPORT


The clerk gave a report on matters that had arisen since the last meeting.

 

58/2019 DISTRICT AND COUNTY COUNCILLOR’S REPORTS


The clerk advised the meeting that the newly elected Allerdale Borough Councillors had all been invited to the meeting but only apologies had been received from A. Markley.

60/2019 VILLAGE GREEN – LAND REGISTRATION


The clerk provided an update on the efforts being made to register the area of the village green that had not previously been registered and the transfer of land on which the Public Room stood and car park. He also made the council aware that the council may be liable for £605 which is the value of the land payable to the Charity Commission.

 

61/2019 LAND TO THE FRONT OF 1 HIGH GREEN, HAYTON


There had been no further communication from the occupant’s, and it was decided that direct action should be taken by the council to re-instate the land. The clerk to write to the occupiers informing them of the decision and the chair to obtain an estimate for the work.


62/2019 VACANCIES


There were now two vacancies and members were encouraged to find suitable residents for co-option.


63/2019 TELEPHONEBOX, VILLAGE GREEN


The clerk advised that he had been in contact with the owners and that it will be removed soon.


64/2019 STANDING WATER – Nr HAYTON CASTLE


The clerk had again reported the issue to the Highways Authority.


65/2019 FINGERPOST SIGNS


The condition of these signs remained of concern and it was not known when the County Council would get around to restoring them. It was agreed to obtain an estimate for the work.


66/2019 BANK MANDATE


Following the recent election M. Dowling had left the council and should be removed as a signatory to the account. It was also agreed that D. Hillary, F. Buchanan, R. Murray and M. Murdock be authorized to operate the council’s bank accounts with the Cumberland Building Society.


67/2019 ELECTION EXPENSES


The Electoral Commission require all councillors to submit details of their election expenses even if they were returned unopposed. The relevant forms were completed by those present.
