A meeting of the Hayton and Mealo Parish Council was held in the Prospect Village Hall, Prospect, Aspatria on Wednesday 13th July 2016 at 7.30pm.
PRESENT: Messrs. D. Hilary, S.G. Hitchen, R. Murray, M. Dowling. Y. Lockwood and E. Murdock
Also Present: T. Gear (Clerk), J. Lister (Borough and County Councillor), PCSO 5375 Clare Parker and PCSO Peter Crome

18/2016 DECLARATIONS OF INTERESTS
On the proposal of R. Murray and seconded by E. Murdock It was RESOLVED that the minutes of the meeting held on 17th May 2016 be approved and signed as a correct record.
20/2016 POLICE MATTERS
PCSO 5375 Clare Parker informed the meeting that there were no incidents in the parish since the last meeting. There were no matters raised by members and the officers were thanked for their attendance and left the meeting

22/2016 PUBLIC PARTICIPATION
The June CALC Circular had been forwarded to councillors and there were no maters arising.
The Summer edition of Nu Gen News had been received.
A letter had been received from Sue Hayman MP regarding Broadband to which after consultation with members the clerk had responded.
Connecting Cumbria Newsletter had been received.
A letter advising that United Utilities and Severn Trent water are joining forces and will be known as Water Plus.
Information on the Cumbria Heating Fund had been received.
The clerks’ salary had been increased nationally by 1% in 2016 and a further 1% in 2017.
Information had been received about the Cumbria Flood Recovery Appeal.

24/2016 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting including road sweeping in the village which was on demand and therefore if members consider that the road through the village should be swept they should contact Allerdale Borough Council (or the clerk who will contact them on their behalf).
25/2016 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
J. Lister informed the meeting that he would be attending the Allerdale Local Committee and outlined the work that it does which included approving speed limits. It was noted that Broughton was applying for a 20mph limit and the clerk was asked to write to Highways regarding a 30mph limit for Hayton

29/2016 BANK MANDATE
It was agreed that D. Hilary, F. Buchanan, R Murray and M. Dowling should operate the Councils Bank Account and signed the necessary mandates. M D Dixon to be removed from the accounts.
30/2016 TRANSPARENCY REQUIREMENTS
The clerk informed the meeting of the need to publish Agendas, Minutes, Financial Statements and other documents on a web site and that Calc were no longer providing this service. He provided two website addresses that had been set up locally and an estimate of the cost which in the first year would be met by a grant. It was agreed to proceed
31/2016 DEEDS – VILLAGE GREEN
Following a request to prove the Councils ownership of the Village Green, the clerk had now obtained copy of the Land Registry Title and satisfied that enquiry.
