Hayton and Mealo Parish Council

A meeting of the Hayton and Mealo Parish Council was held in the Prospect Village Hall, Prospect, Aspatria on Wednesday 11th March 2020 at 7.30pm.


PRESENT: Messrs., D. Hillary, E. Murdock, S. Hitchen, R. Murray, F. Buchanan, Y. Lockwood, V. Sonnabend and G. Wilson

Also, Present: T. Gear (Clerk) and J. Lister (County Councillor)

Apologies: None

Councillor D. Hillary in the Chair.

At the commencement of the meeting the chair welcomed Vanessa Sonnabend and Gary Wilson the newly co-opted Councillor’s to the meeting.


21/2020 DECLARATIONS OF INTERESTS

F. Buchanan as Church Warden of St James Church declared an interest in item 17 on the agenda and left the meeting for the duration of that item.


22/2020 MINUTES

On the proposal of R. Murray and seconded by of F. Buchanan it was RESOLVED that the minutes of the meeting held on 8h January 2019 be approved and signed as a correct record.


23/2020 POLICE MATTERS

The were no apologies and no police report.


24/2020 PUBLIC PARTICIPATION

There were no members of the public present and no matters were raised on their behalf.


25/2020 CORRESPONDENCE

i)  The CALC Circulars for February/ March had been forwarded to members and there were no matters arising.              

ii) An e-mail announcing Environment Agency Flood Action Week 2020 had been received and circulated.

iii)  An Important Coronavirus Update had been received from CALC and circulated.

vi) Information regarding Cumbria Action for Health & Mental Health Provider Forum Bulletin March 2020 had been circulated.  

v) A press release – North Cumbria Health and Care organisations launch a five-year strategy to deliver the NHS Long Term Plan had been circulated.

iv) An e-mail giving information on a major package of support announced by Government for storm-hit areas had been circulated

iiv) Information on the Cumbria in Bloom Pride in Your Community Competition and IYN Awards 2020 had been circulated.

iiiv) Information regarding a Climate Change Event, Newbiggin Village Hall, Penrith on 13th March 2020 Had been circulated

xi) An e-mail regarding the Police and Crime Commissioner’s Council Tax Consultation had been circulated.

x) Information on Save the Date – The Big Conversation- 29 Jan 2020 had been circulated.

ix) An e-mail had been circulated on the County Council’s Working Together Service – Allerdale District had been circulated.

iix) The Marine Management Organisation – Draft Marine Plans Consultation Awareness had been circulated.

iiix) A press release – Next Governing Body Meeting – 5 February 2020 had been circulated

xvi) An invitation for people to join the Age UK West Cumbria Board of Trustees had been circulated.

vx) Information had been received regarding Royal Air Force Battle of Britain 80th Anniversary.

ivx) The North West Coastal Access Monthly Update for January and February had been circulated.

Iivx) Information regarding the Great Cumbrian Litter Pick 2020 had been circulated

 

26/2020 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting including, he had received a request to renew the council registration with the Information Commissioner which if paid be direct debit would be reduced from £40.00 to £35.00. All agreed to pay by direct debit.

 

27/2020 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

J. Lister advised that there had been changes to the Executive of Allerdale Borough Council and that bin collections will be taken back in house as of the 1st April.

30/2020 VILLAGE GREEN – LAND REGISTRATION

The clerk advised that the transfer of the former Public Room and car park were no with the solicitors.


31/2020 LAND TO THE FRONT OF 1 HIGH GREEN, HAYTON

There had been no further contact with the occupiers who have been informed of the council’s intention to re-instate the land. It was agreed that the council’s solicitors be asked to send a letter advising the occupants of the council’s responsibilities for the village green and the likely outcome of their lack of action.


32/2020 TELEPHONE BOX, VILLAGE GREEN

The telephone box has now been removed and the land re-instated.


33/2020 STANDING WATER – Nr HAYTON CASTLE

Works have been carried out by County Highways which appears to have resolved the situation.


34/2020 BANK ACCOUNT WITH ONLINE FACILITIES

The clerk explained his efforts to secure an online account which were continuing.

 

35/2020 FOOTWAY LIGHTING

Further information had been received from Allerdale Borough Council advising that as of April 2021 they will be expecting this council, to pay £802.25 energy costs for footway lighting in the parish. It was agreed that the clerk should write on behalf of the council and residents objecting to this proposal which will have a detrimental effect on the council’s budget for a service which is already paid for by the residents through their Council Tax.  


36/2020 DONATION TO ST JAMES CHURCHYARD MAINTENANCE

The council considered an application for financial support for the above. On the proposal of E. Murdock and seconded by R. Murray it was RESOLVED to donate £400.00 to this important facility of the parish
